License and Audit Directorate

  • To perform its duties timely, efficiently, regularly and completely in accordance with the law,
  • To audit and license all sanitary establishments, public resting and entertainment areas, 2nd and 3rd degree non-sanitary enterprises within the boundaries of the Municipality and to start legal actions against those who lack a license according to the Regulation No. 2005/9207 on Starting a Business and Work Permits,
  • To fulfill the obligations provided by the legislation to the Municipality during the licensing stage and to carry out the necessary correspondence in transactions with other institutions,
  • To inform other relevant institutions and organizations about the licenses, permits and documents issued for workplaces in accordance with the provisions of the legislation within due time,
  • To take the necessary actions to terminate the activities of workplaces that do not have a license, and to control, follow and finalize such transactions,
  • To cancel the license of the establishments that go beyond the activity specified in the license document and do not eliminate the deficiencies and contradictions identified within the period specified in the relevant legislation and to prohibit such a workplace from operating,
  • To make correspondence in order to determine the address of the workplaces that have applied for a license, to examine them in terms of zoning, land registry, fire department, health and public order, and to follow up the incoming responses,
  • To take the necessary administrative actions in accordance with the minutes and audit forms issued by the District Gendarmerie Command, District Police Department and our audit departments related to unlicensed businesses,
  • To complete all the paperwork of the establishments applying for a license and to make them ready for approval for licensing,
  • To update the records in computer environment,
  • To evaluate citizens' complaints within the framework of the relevant laws and regulations, and to take the necessary actions and inform the relevant parties about the result,
  • To evaluate written or oral information requests of taxpayers or citizens related to licensing works,
  • To prepare a License Fee Tariff and submit it to the Municipal Council for decision-making,
  • To prepare the annual report, directorate strategic plans and performance targets in line with the general principles and objectives of the institution,
  • To follow the changes in legislation and practice related to the Directorate's activities and to inform citizens, business owners and other stakeholders about the changes when necessary,
  • To submit proposals to the Mayor's Office, the Municipal Council and the Municipal Committee and to implement the decisions made by these three bodies of the Municipality.
