• The directorate contributes to the municipality's vision, mission, strategies and policies considering the national development strategies and policies, mid-term programs, mid-term financial plans, annual programs, regional plans, environmental plans, urban plans and the metropolitan municipality's strategic plan. They also consider the opinions, suggestions, requests and demands of internal and external stakeholders in this process, paying attention to strengths, weaknesses, opportunities and threats, as well as political, economic, sociological, technological, legal and environmental factors. The directorate thus serves to create strategic goals, activities and projects.
• The directorate develops performance and quality benchmarks for the municipality's area of service and performs other tasks in this context.
• It collects, analyzes and interprets information and data related to the management of the municipality and the development of services and performance.
• It coordinates the preparation of the strategic plan and performance program of the municipality and consolidates its results.
• It prepares the annual report of the municipality based on the unit activity reports prepared by purchasing departments.
• It works to establish an internal control system, implement and develop standards in this regard.
• It examines the external factors that may affect the services of the municipality; conducts research to increase the institutional capacity; analyzes and reports the effectiveness and satisfaction level of services.
• It coordinates the development of innovative and sustainable projects that will ensure more efficient and effective performance of municipal tasks.
• It provides support with the relevant directorate for the development of information technology services within the body of the municipality.
• It establishes, implements and develops management systems throughout the municipality.
• It provides information on the affiliated public institutions and organizations, real and legal persons or subjects that fall within the scope of its duties when requested, and conducts correspondence.
• It prepares the annual budget of the Directorate in accordance with the strategic plan of the institution pursuant to the Law No. 5018.
• It serves to increase the quality of all the services such as quality, environment, occupational health and safety, citizen satisfaction activities applied/to be applied by the municipality at national and international levels according to the policies imposed/to be imposed by management systems, standards and acceptances.
• It develops and coordinates foreign relations and twin town relations on behalf of the mayor's office.
• It prepares and applies funded and unfunded projects on all issues defined under the duties and authority of the municipality and concern the city.
• It ensures that the departments and bureaus affiliated to the directorate work in coordination with other units of the municipality.
• The Directorate is authorized to perform the duties listed in this regulation and the duties assigned by the Mayor based on the Law No. 5393.
• The Directorate is responsible for performing and fulfilling the tasks specified in the law and the tasks assigned by the Mayor.
• The Directorate is responsible for performing its services in accordance with the mission, vision and principles that the municipality considers important in its strategic plan.
