Our Directorate performs all kinds of transactions and operations related to municipal expenditures stipulated in the Municipal Law No. 5393, the Public Finance Management and Control Law No. 5018, the Law No. 2464 on Municipal Revenues, Tax Procedure Law No. 213, the Law No. 6183 on the Procedure for the Collection of Public Receivables, the Law No. 5216 for Metropolitan Municipalities, the Budget Law, Regulation on Expenditure Documents of Local Administrations, Local Administrations Budget and Accounting Regulations and other related laws and regulations. These tasks mainly consist of the following:

  • To pay expenses and debts to the rightful owners,
  • To receive, store or deliver money or other objects with financial value to the rightful owners,
  • To keep records of financial transactions in a proper, transparent and accessible manner; to organize financial reports and tables independently of any kind of intervention,
  • To regularly provide the necessary information and reports to the Ministry, the Court of Accounts, the Deputy Mayor and other authorized bodies within the framework of accounting regulations,
  • To keep books, records and documents related to accounting services for the periods specified in the relevant legislation and to have them ready for audits,
  • To audit the accounts, documents and transactions of the trustees of the accounting authority and the collectors at the times stipulated in the relevant legislation, or to request that the accounting authority be checked by the unit manager at the location of the trustee,
  • To prepare the budget, make budget estimates for the following two years, and keep budget records,
  • To issue documents for sending allowances, take into account the detailed expenditure program and service requirements as well as the budget principles and regulations,
  • To carry out financial transactions related to expenditures and income generation,
  • To collect, evaluate and report the data related to the results of budget implementation,
  • To conduct financial and preliminary financial control operations,
  • To conduct financial and preliminary financial control operations,
  • To keep records of movable and immovable property owned or used by the administration,
  • To prepare annual reports,
  • To prepare the final budget account of the administration,
  • To provide the necessary information to the expenditure authorities on the implementation of other legislation and financial laws,
  • To fulfill other duties stipulated in the legislation.
