  • To take all necessary actions in accordance with the laws, bylaws, regulations and circulars for those who will be appointed as civil servants for the first time,
  • To identify the conditions to seek for the recruitment of civil servants (who will be admitted to our municipality as employees for the first time) as per the relevant laws, bylaws, regulations and circulars; to request workers from the Turkish Employment Agency and to accept the applications of those who meet the requirements,
  • To recruit contractual personnel for specific time periods in return for cadre pursuant to article 49 of the Municipal Law No. 5393,
  • To evaluate the students who have applied to our municipality for internship, and to identify the directorate where they will serve,
  • To certify the achievements of successful civil servant candidates who have completed at least one year of candidacy, and to apply the procedures to discharge the candidates who have failed at the end of two years,
  • To ensure the adaptation and promotion of civil servants; to change their titles, and to prepare charts for promotion and cadre as well as cancellations and degree changes,
  • To appoint and assign personnel,
  • To apply the necessary procedures for the personnel who have requested retirement or resigned,
  • To issue SSI start and end of employment documents,
  • To issue the dismissal form of the personnel, and to inform the directorate where they served, the Information Processing Directorate and the Financial Services Directorate to perform the necessary tasks,
  • To issue acknowledgements, commendations, awards and disciplinary penalties; to make termination and dismissal transactions,
  • To upload personnel's information to the relevant computer programs and to regularly update the records,
  • To upload the personnel information of civil servants (education, military service, assignment, staff information, promotions, title change, service evaluation, etc.) on the Service Follow-up Program (HITAP),
  • To issue the required documents related to personnel lawsuits and to notify them of the decisions of the relevant authorities,
  • To apply the procedures for the green passport applications upon the request of officers in the 1st, 2nd and 3rd degree cadres; to help the assigned personnel obtain service passports,
  • To apply the procedures for military service and service debts,
  • To carry out the procedures related to annual leaves, casual leaves, sick leaves, unpaid leaves, marriage, bereavement or maternity leaves; to prepare the foreign leave documents of those who want to spend their leave abroad,
  • To receive a declaration of property from civil servants every five years, and make a comparison of declarations,
  • To apply the necessary procedures for the personnel who will go to military service and return to office,
  • To monitor the social rights granted to employees by the collective bargaining agreement, and to supervise the calculation of wage increases,
  • To prepare a Monthly Labor Schedule and send it to the Turkish Employment Agency the in first week of each month,
  • To submit supplementary payments and special service compensation charts to the Governor's office,
  • To terminate registration due to reasons such as death, dismissal, decision of the disciplinary committee or military service,
  • To receive training requests from directorates and determine the need for training,
  • To prepare and announce training programs according to the specified needs,
  • To monitor the participation in the training and to measure its efficiency,
  • To send personnel to trainings at home and abroad according to the laws and to take the necessary measures for this,
  • To actualize wage accruals for president, vice presidents, employees, civil servants, contracted personnel, interns, council members and committee members,
  • To make and track legal deductions such as enforcement, alimony and personal debt,
  • To actualize allowances for cases such as birth, death and marriage,
  • To examine the Performance Evaluation Forms from the directorates, and apply the provisions of the performance evaluation directive,
  • To prepare the severance pay, etc. documents for the personnel who have left their jobs or whose employment contract has been terminated, and submit these documents for the top management's approval,
  • To upload SSI information, e-declarations and premium deductions on the system, and approve the personnel reports on the incapacity payment system.
