• To operate the facilities and sports fields established by our municipality, and conduct social, sports and educational activities,
• To ensure the spread of mass and individual sports activities, and to organize national and international sports competitions in this context,
• To determine the needs in the field of sports in the district, to assess spaces belonging to the Municipality or a person (granted to the Municipality) that could be turned int sports areas,
• To support the participation of the public in sports activities in solidarity with sports clubs located in the region, to organize sports events, competitions and tournaments for young people,
• To get the opinions of citizens for sports events and courses that the municipality plans to offer, to coordinate their organization after the Mayor's approval,
• To contribute to the mental developments of athletes affiliated with the Municipality Sports Club, to protect them from harmful habits, to take the necessary measures to ensure their mental and bodily health, to encourage masses to do sports, and to open sports schools where necessary,
• To provide all kinds of material and non-material support for the development of amateur sports in coordination with the Provincial Directorate of Youth and Sports, the District Sports Directorate and all other stakeholders,
• To ensure the physical maintenance and conservation of sports centers,
• To provide materials, clothes and sports equipment to amateur sports clubs according to branch specifications,
• To build teams in any sports branch (nature sports, cycling, wrestling, weightlifting, kick-box, football, gymnastics, swimming, karate, archery, basketball, volleyball, etc.) when it is deemed necessary,
• To ensure that everyone in society can participate in the sporting events in the sports fields that the municipality establishes,
• To build, construct, operate or have third parties operate sports facilities serving the Arnavutköy district and Istanbul province in general,
• To develop and offer all kinds of social and cultural services for young people, and to build and operate or have third parties operate social facilities for this purpose, to cooperate with universities, colleges, vocational schools, public agencies and non-governmental organizations in conducting these services,
• To organize sports events in order to identify, select and guide successful and talented athletes,
• To organize sports competitions between amateur teams,
• To cooperate with the national education directorates and schools in organizing sports events at schools,
• To program, organize, manage and develop after-school scouting and sports activities for young people,
• To guide young people in spending their leisure time after school or work with sports activities,
• To carry out studies, produce and implement projects aimed at turning socialization spaces such as coffee houses, coffee shops and parks within the municipal borders into centers adding value to cultural life and cultural productivity,
• To provide young people with the opportunity to use their free time for social, cultural, artistic and sporting activities in line with their interests, wishes and abilities as well as to participate in society as useful citizens,
• To contribute to academic teaching, and trainings in national and moral values in Youth and Cultural Centers,
• To provide public educational services via the Internet and similar means,
• To award athletes who have achieved success in domestic and international competitions.

Mustafa CANDAROĞLU, originally from Cide, Kastamonu, was born on December 5, 1984, in Arnavutköy, Istanbul.
He graduated from Boğazköy Primary School in 1996, Asfa Middle School in 1999, and Sultan Fatih Anatolian High School in 2002. Completing his undergraduate education at the Faculty of Fine Arts of the International Cyprus University, Candaroğlu graduated in Interior Architecture in 2008. He completed his military service as a Short-Term Soldier at the Kayseri Regional Gendarmerie Command. After military service, Candaroğlu completed his master's education in Educational Institutions Management at Ibn Haldun University, and volunteered in various NGOs.
He served as Deputy President of the Arnavutköy Kastamonulular Association, and was a member of the boards of Arnavutköy Sports Club and Arnavutköy Beşiktaşlılar Association.
Being involved in politics throughout his education and social life, Candaroğlu served on the UNIAK Board of Directors in 2004 and actively entered politics in the Arnavutköy Belde Youth Branch in 2008. In Arnavutköy, which became a district in 2009, he held positions in District Congresses as follows: • 2009 as an Alternate Board Member of the District Primary Committee, • 2011 as a Board Member of the District Primary Committee, • 2013 as a Board Member of the District Primary Committee responsible for R&D and Local Governments. • Elected as District President in the 2018 and 2020 Congresses, Candaroğlu continues to serve as the AK Party Arnavutköy District President.
Born, raised, and currently living in Arnavutköy, Candaroğlu always finds happiness in serving in the AK Party, which practices politics based on the principle of "We love the created for the sake of the creator." After working for a long time as an Interior Architect in a family company, he continues to serve as the Chairman of the Board of Directors of Arnavutköy Bilgi Kalem College, which he founded in 2019.
