The municipality constabulary is responsible for ensuring well-being, peace, health and order in the district, and for this purpose, it imposes penalties and other sanctions stipulated in the legislation on those who do not comply with the orders and prohibitions determined by the Municipal Council.
a) Tasks related to the order and well-being of the district:
•   To perform the duties specified for the constabulary and to use the powers granted by the laws, statutes and regulations in order to protect the order of the district, the peace and health of the residents within the municipal borders,
•    To perform tasks specified by the municipality, that do not concern other existing units of the municipality by nature, and must be performed by the municipality constabulary organization,
•    To implement decisions, orders and prohibitions taken by municipal decision-making bodies and monitor their results,
•    To provide the services required for ceremonies on national holidays, general holidays or other special occasions,
•    To make the necessary warnings to keep workplaces closed on the Republic Day, to take the necessary measures, and to hand the flag for celebrations,
•    To follow, control, permit or prohibit actions in relevant fields in order to fulfill legal municipal obligations,
•    To take the necessary actions against those who act contrary to the prohibitions set by the municipal council and committee in accordance with the laws regarding municipal fines,
•    To audit the tradesmen who do not comply with the holidays set according to professional areas,
•    To protect the lost and found goods or objects in accordance with the provisions of the legislation and the decisions and procedures of the municipal administration; to deliver them to the owners wafter identifying them; to ensure that the goods and objects whose owners cannot be found are given to the finder after receiving the maintenance and supervision costs, if there are no special provisions in the legislation,
•   To prevent the breakage and malfunctioning of public fountains according to the Law No. 831 on Water; to take actions about those who break down the fountains; to prevent mixing other water into the city's water supply or adding any substances harmful to health; to take the necessary legal actions about those who pollute the water sources,
•   To prevent dismantling and breaking down the building and street number plates within the framework of the Law No. 5490 on the Civil Registration Services and the Regulation on Addresses and Numbering published in the Official Gazette No. 26245,
•   To fulfill the duties assigned to the municipalities on unlabeled goods, defective goods and services, avoidance of sales, installment and campaign sales and auditing within the framework of the provisions of the Consumer Protection Law No. 6502,
•   To identify the works performed without permission or without payment of fees and taxes while subject to the permission of the municipality or taxes and fees by law; to prohibit immediately and to take legal action in case any inconveniences in working, operating, using or selling a product
•    To provide the necessary services regarding convicts in prison pursuant to the Law No. 2548 on the Fees to be Levied in Exchange for the Construction of Prisons and Court Buildings and the Food Costs to be Paid to Prisoners; and to analyze needs in case of applications for assistance according to the Law No. 4109 on Assistance to the Families of Soldiers in Need,
•    To prevent the occupation of places that are not allowed according to the Law No. 2464 on Municipal Revenues Law,
•    To assist forest officers in case of detection of illegal forest assets within municipal borders in accordance with the provisions of the Forestry Law No. 6831,
•   To fulfill the penalties of prohibition from art and trade imposed in accordance with the provisions of the Decree Law No. 552 on Regulating Fresh Vegetable and Fruit Trade and Their Wholesale Status and to prevent wholesale sales outside authorized wholesale markets,
•    To take the necessary measures until the arrival of the teams in charge in cases such as fire, earthquake or flood in accordance with the Law No. 7269 on the Measures to be Taken and Assistance to be Provided in case of Disasters Affecting Public Life,
•   To check the stamps of measuring and weighting instruments as per the Law No. 3516 on Measurements and Adjustment and related regulations; to prevent sales with unstamped measuring instruments; to check the authorization documents of authorized repairers; to prevent the use of unstamped, fraudulent, out-of-tune measuring instruments such as weighing machine, scales, bascule and liters and to take the necessary actions about the users; to check whether any given workplace has received a license to operate according to the Law on the Adoption of the Decree No. 3572 Amending the Law on License to Start a Business, and the provisions of the applicable Regulations on Starting and Licensing a Business; to apply the workplace closure penalty imposed by the competent authorities and to carry out the necessary procedures,
•    To identify the works, performances and productions protected within the scope of the Law No. 5846 on Intellectual Property Rights, and not to allow the sale of such works by carrier materials including but not limited to books, cassettes, CDs, VCDs and DVDs on roads, squares, marketplaces, sidewalks, piers, bridges and similar places; to collect the materials attempted to be sold and hand them over to the authorities,
•    To assist in collections to be made through foreclosure due to municipal receivables in accordance with the Law No. 6183 on the Collection Procedure of Public Receivables,
•    To fulfill the duties stipulated by the Misdemeanors Law No. 5326,
•   To preserve historical and tourist facilities that municipalities are responsible for, not to allow their pollution, stealing, destruction or damage in any way,
•    To fulfill the orders of the Mayor or the supervisors authorized by the Mayor regarding the services.
b)   Zoning duties:
•    To carry out legal procedures together with technical staff,
•    To encircle lands entailing security measures within the borders of the municipality and adjoint lands according the Construction Zoning Law No. 3194 and relevant zoning regulation; to eliminate the damages and dangers by closing outdoor wells and cellars; to prevent sewages and cesspools from leaking; to prevent the dumping of earthmoving waste outside the permitted places; to evacuate buildings that are to be demolished; to take the necessary measures in the implementation of demolition decisions; to detect unlicensed constructions and to stop the construction immediately and to issue minutes together with the authorized technical personnel of the municipality and to take legal action against them; to prevent unauthorized construction according to the Anti-squatting Law No. 775; to identify unauthorized buildings and ensure their demolition under the supervision of technical staff and to take other necessary measures,
•  To notify the relevant authorities of unlicensed structures, unauthorized excavations and drilling in sites and protected areas, and unauthorized treasure seekers according to the Law No. 2863 on the Protection of Cultural and Natural Assets.
c)    Health-related tasks:
•    To help the assigned personnel to abide by the provisions of the Law No. 1593 on Public Health and the Law No. 5179 on the Adoption of the Amended Decree with the Force of Law on the Production, Consumption and Supervision of Food, and to fulfill the decisions taken,
•    To take actions against unlicensed workplaces or workplaces operating in violation of a license in accordance with the provisions of the Regulation on Starting a Business and Work Permits,
•   To audit non-sanitary enterprises and entertainment venues to determine whether they are licensed or not according to subparagraph (I) of the first paragraph of article 15 of the Law No. 5393 in cooperation with the relevant institutions,
•    To prevent throwing garbage in front of houses, apartments and all kinds of workplaces, and to prevent scrabbling of garbage cans and waste bins,
•    To prohibit peddlers who sell on streets, alleys, parks and squares in violation of the legislation and public health provisions, to perform the services requested from the constabulary based on the decisions of the competent authorities,
•   To abide by the Law on the Adoption of the Amended Decree with the Force of Law on the Production, Consumption and Supervision of Food, and the relevant statutes and regulations,
•   To prevent open sale of edible foodstuffs without washing, peeling or cooking as required, to request the relevant authorities conduct tests after taking samples from the foodstuff suspected of being mixed, to take the sample personally in accordance with the rules specified in the statutes and regulations in the absence of authorized personnel and to destroy the foodstuff found to be harmful to health as a result of the analysis by the decision of the authorities,
•    To prevent the sacrifice of animals outside the places determined in accordance with the decisions of the competent authorities,
•   To inform the relevant authorities by making an official report about factories, workplaces, workshops, entertainment areas, etc. that are harmful to human and environmental health, or that are making noise in a way that disrupts the peace, tranquility, physical and mental health of people, and to fulfill the tasks assigned to them by the Environmental Law No. 2872 and other relevant regulations,
•   To inform the relevant authorities in case of a disease or animal deaths for which the cause is unknown according to Law No. 3285 on Animal Health and Surveillance and other relevant regulations, to temporarily cordon off these places, to render all kinds of assistance to the authorities in this regard, to assist in the culling of animals that need to be destroyed, and to have the culling in a way that does not harm human health,
•    To check the licenses of transporters of animals and animal products as well as the country of origin of the animals according to the Law No. 3285 on Animal Health and Surveillance and the relevant regulations, prevent slaughtering outside slaughterhouses and meat complexes, and make legal actions against those who slaughter in unpermitted areas,
•   To use the powers granted to municipalities within the scope of the duties of the constabulary by the Animal Protection Law No. 5199,
•   To oversee the audit of bakeries, bread factories and other food production centers for suitable conditions in cooperation with the relevant institutions upon their demand, to check bread and pita grammage and start the necessary legal actions.
ç) Traffic related duties:
•    To seek documents for structures and facilities built on the sides of highways and urban areas within municipal borders according to the Highway Traffic Law No. 2918, and to issue minutes with the technical staff about those who do not have the necessary documents,
•    To audit the numbers, ticket fees and tariffs, as well as the time and routes of all kinds of shuttles and public transportation vehicles and taxis operated on land, sea, water and railways in accordance with the decisions of the authorized bodies,
•    To audit and perform other operations for the stops and parking spaces on highways, roads, streets, avenues, squares, etc. pursuant to the decisions of the authorized bodies,
•    To fulfill the traffic duties and powers granted to municipalities by law as deemed appropriate by the mayor's office,
•    To take the necessary traffic measures in the infrastructure works carried out by municipalities,
•    To identify the damages caused to the traffic sign boards placed by the municipality,
•    To audit the price and time tariffs of buses at intercity bus terminals and other garages and to issue minutes against those that do not comply with the laws.
d)    To help foreigners in the district,
•    To fulfill the duties required and assigned by the civil defense services in extraordinary situations such as war and preparation for war,
•    To notify social service institutions in case of identifying children in need of protection and care, disabled people, elderly people and people in need of assistance.
