Born in 1965, A. Haşim BALTACI is from the Çaykara district of Trabzon.
He has been residing in Arnavutköy since 1969. A. Haşim BALTACI completed his primary school education at Arnavutköy Primary School and his secondary and high school education at an Imam Hatip High School in Istanbul.
After a partial education at the Department of Astronomy and Space Sciences of the Faculty of Science at Istanbul University, he graduated from the Department of Mechanical Engineering of the Faculty of Engineering at Yıldız Technical University. He completed his Master's degree at Marmara University Institute of Social Sciences, Department of Local Governments, Local Administrations and Local Government Program.
Between 1991 and 1992, he completed his military service first at Ankara Polatlı Artillery School and later as a Reserve Officer Teacher at Hatay-Kırıkhan Industrial Vocational High School.
Attending courses and seminars on various topics, A. Haşim BALTACI served as a business owner and manager in the engineering, textile, food and communication industries throughout his career.
He has been actively involved in the work of many non-governmental organizations. He served as a manager and town chairman in the Welfare Party and Virtue Party. With the establishment of AK Party, he was appointed as a founding Arnavutköy Town Chairman.
He was elected as President of Arnavutköy town from AK Party in the local elections of March 28, 2004. He was re-elected on March 29, 2009 and became the first Mayor of Arnavutköy, after becoming a district. He was also re-elected Mayor in the general local elections held on March 30, 2014. He won the election as the candidate of the Justice and Development Party again in the last local elections held on March 31, 2019.
A. Haşim BALTACI is married and father of five children.
