Although the Arnavutköy district is one of the districts in Istanbul where the refugee and immigrant population is densely populated, more than 20,000 asylum seekers and immigrants live in our district. Due to the fact that the living conditions of the refugees and immigrants in our district are quite unfavorable and unhealthy, they have difficulties in language and communication, and they are exposed to multiple disadvantages such as having problems in finding a job, it has necessitated the establishment of a center where they can get support in the field of social assistance and social work. Arnavutköy Municipality has opened the Arnavutköy Refugee and Migrants Center (ASGOM) with its social responsibility awareness. In our ASGOM Center, home visits are made to asylum seeker and immigrant families under the leadership of a social worker who is fluent in Arabic and experienced in legislation and legal rights. In these visits, in addition to services such as orientation, information, legal rights consultancy, socio-economic status of families is determined and evaluated and recorded in our social assistance automation system of our directorate. As a result of the Detection and Evaluation, the requests for assistance, which are deemed appropriate, are tried to be met with the cooperation of our Municipality, relevant public institutions and organizations, and Non-Governmental Organizations (S.T.K.).
Consultancy services
In cases where it is not possible for us to meet their demands in terms of legal and legislation in individual meetings with asylum seekers and immigrants, guidance, information, follow-up, support and consultancy services are provided in order to receive support from relevant institutions and organizations. Services such as petition writing, social and economic support pension, home care pension, Red Crescent aids, immigration administration works and procedures, transactions in all relevant public institutions and organizations, hospital procedures, transportation support, school registration procedures, employment consultancy are provided.
Education Services
It has been observed that one of the problems faced by asylum seekers and immigrants residing in our district is their inability to speak or read Turkish. In order to solve this problem, a Turkish Language Course program at the A1 level was opened during the year. 20 asylum seeker and migrant trainees participated in the course program and were entitled to receive certificates. In addition, seminars on family planning and early marriage were held and 320 individuals participated in these seminars. Within the scope of the social integration adaptation program, 380 people were served. In addition, information meetings for the families of the disabled were held at regular intervals, and services were provided to the families of the disabled. Legal and psycho-social support services are also provided for issues such as violence, abuse, forced and unauthorized employment. In the period of March 2020, many training programs were postponed as education services were restricted within the scope of the measures taken due to the covid-19 epidemic throughout the country.
In-kind Aids
Families with basic needs are determined in line with the household visits and social examinations, and accommodation, nutrition (8826 pieces of food parcels), hygiene materials and clothes etc. are determined throughout the year. social assistance is provided. The high number of asylum seeker and immigrant families who do not have social security in our district and work with their daily wages, in addition to the problems experienced due to the effect of the pandemic, caused an increase in the demand for social assistance. Our municipality mainly provides food, nutrition and hygiene material support to these families. In addition, 522 various household items, 5088 hygiene kits, 3723 newborn baby materials, 73 medical aids and equipment were provided to the asylum seeker and migrant families living in our region with the contributions of the relevant S.T.K.
Mustafa CANDAROĞLU, originally from Cide, Kastamonu, was born on December 5, 1984, in Arnavutköy, Istanbul.
He graduated from Boğazköy Primary School in 1996, Asfa Middle School in 1999, and Sultan Fatih Anatolian High School in 2002. Completing his undergraduate education at the Faculty of Fine Arts of the International Cyprus University, Candaroğlu graduated in Interior Architecture in 2008. He completed his military service as a Short-Term Soldier at the Kayseri Regional Gendarmerie Command. After military service, Candaroğlu completed his master's education in Educational Institutions Management at Ibn Haldun University, and volunteered in various NGOs.
He served as Deputy President of the Arnavutköy Kastamonulular Association, and was a member of the boards of Arnavutköy Sports Club and Arnavutköy Beşiktaşlılar Association.
Being involved in politics throughout his education and social life, Candaroğlu served on the UNIAK Board of Directors in 2004 and actively entered politics in the Arnavutköy Belde Youth Branch in 2008. In Arnavutköy, which became a district in 2009, he held positions in District Congresses as follows: • 2009 as an Alternate Board Member of the District Primary Committee, • 2011 as a Board Member of the District Primary Committee, • 2013 as a Board Member of the District Primary Committee responsible for R&D and Local Governments. • Elected as District President in the 2018 and 2020 Congresses, Candaroğlu continues to serve as the AK Party Arnavutköy District President.
Born, raised, and currently living in Arnavutköy, Candaroğlu always finds happiness in serving in the AK Party, which practices politics based on the principle of "We love the created for the sake of the creator." After working for a long time as an Interior Architect in a family company, he continues to serve as the Chairman of the Board of Directors of Arnavutköy Bilgi Kalem College, which he founded in 2019.
